Latasha Brooks
President
With more than a decade of experience in government contracting, Latasha Brooks proudly serves as President of the NCMA Old Dominion and Fredericksburg Chapter. She is known for her practical expertise, leadership, and dedication to strengthening the contracting community through education, collaboration, and professional development.

Elisa Datcher
Treasurer
Elisa Datcher serves as Treasurer for the NCMA Old Dominion and Fredericksburg Chapter. An Army veteran and seasoned leadership development coach and management consultant, Elisa brings deep administrative expertise and a passion for supporting professionals and organizations in growth, performance, and mission readiness. She champions education, strategic development, and community-focused service, strengthening chapter operations and financial stewardship while empowering contracting professionals.

Brittany Chiang
Vice President
Brittany Chiang, PMP, ICF-ACC, serves as Vice President of the NCMA Old Dominion and Fredericksburg Chapter. As an experienced leader in federal contracting, Brittany brings deep expertise in project management, strategic planning, and professional services delivery in support of national security and civilian missions. Her commitment to excellence and professional growth strengthens the chapter and supports the development of contracting professionals across the community.

Dr. Ebony Grey
Director of Education
Ebony A. Grey, Ph.D., serves as Director of Education for the NCMA Old Dominion and Fredericksburg Chapter. A U.S. Air Force veteran, certified coach, and seasoned government consultant, Ebony brings extensive experience in federal service, leadership development, and organizational strategy. As CEO of Greys Consulting Group, she supports professionals and small businesses navigating federal careers and government contracting. In her role with NCMA, Ebony leads initiatives that expand learning opportunities, strengthen member competencies, and advance professional growth across the contracting community.

Amber Forti
Secretary
Amber Forti, PMP, CFCM, serves as Secretary for the NCMA Old Dominion and Fredericksburg Chapter. Amber brings strong contract management expertise and certification-backed experience in government contracting, where she oversees contract lifecycle activities and supports contracting professionals with precision and leadership. She holds the Project Management Professional (PMP) and Certified Federal Contracts Manager (CFCM) credentials, underscoring her commitment to excellence and best practices in the field.
